The National Tax Number (NTN) is a unique identification number assigned by the Federal Board of Revenue (FBR) to individuals and entities in Pakistan. In the digital era of 2026, this number functions as your financial identity. Who Needs an NTN?

The scope of mandatory registration is quite broad. You must register for an NTN if you fall into any of these categories:

  • Salaried Individuals: Government and private employees who file tax returns.
  • Freelancers & Gig Workers: Income from digital platforms or international clients is taxable.
  • Business Owners: Shopkeepers, traders, manufacturers, and service providers.
  • Property Owners: Anyone involved in the purchase, sale, or rental of property.
  • Investors: Those with income from stocks, securities, or dividends.

Required Documents for NTN Registration

The documentation varies depending on whether you are registering as an individual or a business. Ensure all documents are clear and up-to-date.

For Salaried Individuals

  • CNIC: Original Computerized National Identity Card.
  • Proof of Address: A recent electricity, gas, or utility bill (not older than 3 months) .
  • Proof of Income: Latest salary slip.
  • Employer Details: NTN of your employer and their official email address .
  • Contact: Active personal mobile number (registered on your CNIC) and email address.

For Business Owners (AOP/Sole Proprietor)

  • CNIC: Owner’s valid CNIC.
  • Business Proof: Business letterhead, stamp, and proof of business premises (ownership documents or tenancy agreement) .
  • Utility Bill: Paid utility bill of the business premises (not older than 3 months).
  • Bank Account: Maintenance certificate of a bank account in the business name.
  • Partnership Deed: Required if registering as a firm (Association of Persons or AOP) .

For Companies (Private/Limited)

  • Incorporation Certificate: Issued by the Securities and Exchange Commission of Pakistan (SECP).
  • Directors’ Details: CNICs of all directors.
  • Principal Officer: Authorization letter signed by directors verifying the principal officer .

Note for Companies: If you register your company with SECP, an NTN is often generated automatically once incorporation is completed . However, you still need to activate it or file returns through the IRIS portal.

Step-by-Step Online Registration Process (via IRIS)

The FBR has digitized the process. You can complete your registration from home using the IRIS portal.

Step 1: Access the Portal

Go to the official FBR IRIS portal: https://iris.fbr.gov.pk.

Step 2: Select Registration

On the homepage, click on the option “Registration for Unregistered Person” .

Step 3: Enter Basic Credentials

  • Enter your CNIC number without dashes.
  • Enter your full name, mobile number, and email address.
  • Crucial: Your mobile SIM must be registered in your own name with the relevant authority (like PTA/NADRA records). If it is a new SIM, it must be at least 30 days old to verify .
  • Enter the captcha code and submit.

Step 4: Verification Codes

The system will send two unique 6-digit verification codes. One will be sent via SMS to your mobile number, and the other via Email.

  • Enter both codes into the portal to verify ownership of both channels.

Step 5: Login Credentials

Once verified, the FBR will send a User ID (usually your CNIC) and a temporary Password to your email or mobile.

  • Return to the IRIS portal and log in using these credentials.

Step 6: Submit the Application (Form 181)

Once logged in, you will see a draft application (Form 181).

  • Click “Edit” to begin filling out the form.
  • Personal Tab: Ensure your details are correct.
  • Business Tab: If you are a salaried person, select “Salary.” If you own a business, describe the nature of your business and provide your business address .
  • Bank Account & Property Tabs: Provide details of your bank accounts (if any) and property holdings.
  • Attachments Tab: Upload scanned copies of your CNIC, proof of address, and any business documents.

Step 7: Confirmation

Submit the application. Once the FBR reviews and approves the registration (usually within 24 to 48 hours), you will receive a confirmation, and your Active Taxpayer Status will be visible on the FBR website.

Understanding Filer vs. Non-Filer vs. Late Filer

Once you have your NTN, you must file annual returns to remain an “Active Filer.” Recent amendments to the Income Tax Ordinance have introduced a third category: Late Filer .

  • Active Filer: Files return by the due date (usually September 30/October 31).
    • Withholding Tax on Property: 3% (Buyer) .
  • Late Filer: Files return after the deadline but pays a surcharge.
    • Withholding Tax on Property: 6% (Buyer) .
    • Penalty: Minimum Rs. 1,000 per day of delay.
  • Non-Filer: Has an NTN but does not file returns, or never registered.
    • Withholding Tax on Property: 10% (Buyer) .
